On 24 October 2018, the Mexico Ministry of Interior, declared a state of emergency for the States of Escuinapa de Hidalgo, Sinaloa, and Nayarit due to the damages caused by Tropical Cyclone Willa. Heavy rain and floods generated by Willa caused an overflow of the Acaponeta river (Tecuala Municipality) and San Pedro river (Tuxpan Municipality). In Chilapa Municipality, Nayarit State, approximately 2,000 people were evacuated; the storm left several infrastructural damages and homes as well as affected communication networks. The Federal Government evacuated more than 13,000 people, of which 10,000 were housed in 60 temporary shelters. Media reported, elsewhere in Veracruz State, more than 30,000 families were affected and due to floods. An overflow of Coatzacoalcos and Tlacotalpan rivers in Minatitlan city affected 7,000 people and left 158 communities isolated. On 25 October 2018, media reported recent heavy rain and floods in Gran Caracas, Venezuela affecting 100 homes in several towns. In Sucre Municipality, an overflow of the Guaire river affected 1,699 people and 16 bridges were damaged. Overall, 53 river overflows occurred and 11 fatalities were registered.
